A meeting was held in the building of the SSAC on February 10 with representatives of educational departments of internally displaced districts. Representatives of educational departments of Fuzuli, Lachyn, Zangilan, Gubadly, Jabrail, Aghdam, Shusha, Khojaly, Kalbajar and Khojavand districts participated in the meeting. Chairperson of the SSAC Maleyka Abbaszade stated that the results demonstrated by applicants of the above-mentioned districts in the admission examinations held in 2008 increased in comparison with the previous year as a result of numerous events carried out by the leadership of the country in the direction of improving of social welfare of our citizens from internally displaced districts and widening their opportunities to get education. The 1st issue of “Abiturient” journal, test brochures on classes, “Electronic test aids” and other methodical materials were presented to the participants of the meeting.

The SSAC held an event on March 3 connected with rewarding of teachers-invigilators who carried out their duties on a high level on the basis of analysis of the admission examinations of 2008. A great number of criteria were taken into account while defining the rewarded persons, invigilators’ performance was studied from different aspects. The invigilators’ performance during several years, their abilities of management in different examination halls, compliance with examination technology regulations and other essential factors were considered as basic ones during this rewarding. Thus, 91 teachers-invigilators were rewarded by the SSAC with letters of commendation, and works published according to the decree of the President of the Republic of Azerbaijan dated 2 January 2004 “On implementation of mass publications in Azerbaijani language in Latin script”, as well as methodical aids published by the SSAC were presented to them. Letters of gratitude were sent to 94 teachers-invigilators whose performance at the admission examinations was highly estimated.

Decree #37 dated March 17, 2009 was issued by the Cabinet of Ministers of the Republic of Azerbaijan with the purpose of establishing regional branches of the State Students Admission Commission and organization of their activities. According to this decree, appropriate tasks were given to particular bodies with the purpose of providing the performance of regional branches of the SSAC in Nakhchivan, Ganja, Shaki, Lankaran and Guba cities.

A special workshop was held for the representatives of the State Students Admission Commission on April 13 who were carrying out the process of documents’ reception to master’s level of higher schools via Internet. Vice-chairman of the SSAC Namig Babayev made a speech at the event and gave information about the regulations on admission of applications via Internet. At the workshop members of CRD got acquainted with the system of admission of applications in real visual demonstration.

Constantly carrying out innovations in the direction of simplifying and improving of services for citizens due to broad opportunities created by moderm information technologies, the State Students Admission Commission made one more step in this direction. Any person having “Visa/Visa Electron” or “Mastercard/Maestro” plastic card was able to obtain the SSAC’s payment card in an electronic form due to the new service giving opportunities for electronic sale of payment cards.

On May 9 the ceremony in remembrance of the 86th year anniversary of national leader of the Azerbaijan people Heydar Aliyev was held in the State Students Admission Commission. The event began by paying a visit to the great leader’s bust erected in the hall of the Commission. Then the SSAC’s staff visited Honorary Avenue, put a wreath on the national leader’s grave, and recalled his memory with great respect. Outstanding scientist academician ophthalmologist Zarifa khanum Aliyeva’s memory was also recalled, and bunches of flowers were put on her grave.

The SSAC announced a competition for Azerbaijani young people to get education in Higher Military School of Land Forces of Armed Forces of the Republic of Turkey. Young people wishing to participate in the competition entered the appropriate page of the SSAC’s web site from 5 to 22 July and got registered.

Meetings were held in the State Students Admission Commission on August 18 with applicants who scored more than 600 points (Speciality group I), on August 19 (Speciality group II), on August 20 (Speciality group III) and on August 21 (Speciality group IV). Chairperson of the State Students Admission Commission Maleyka Abbaszade congratulated the youth on great success they had achieved. Vice-chairman of the SSAC Namig Babayev, as well as chiefs of departments of the Commission Tariel Badalov and Arzu Bagirov answered a great number of questions of the students who demonstrated high knowledge in the admission examinations. The students expressed their thoughts, opinions and made proposals about the process of the admission examinations, the content of test items and other problems related to the admission campaign.

Test examination for candidates desiring to be admitted to tax authorities was held on August 30. 1655 applicants got registered as candidates to partcipate in the competition. 1396 of them participated in the examination. The results were placed on the SSAC’s official web site on the same day. 297 of the candidates who participated in the test examinations met the competitive condition (70 and more points) and were admitted to the next stage. The highest result at the examination was 95 points.

On October 27, the State Students Admission Commission together with the Prosecutor General's Office held test examination for candidates desiring to be admitted to public prosecutor's authorities according to “The regulations of carrying out the competiton for candidates for the admission to prosecutor’s office” approved by the decree of the President of the Republic of Azerbaijan dated June 19, 2001. Examination results were placed on the SSAC’s web site. 545 candidates got registered to participate in the competition. 18 of them did not come to the examination. 527 candidates participated in the examination. 285 candidates met the competitive condition (60 and more points) and were admitted to the next stage. The highest result at the examination was 87 points.

Test examination was held on October 31 for students participating in the competition announced for presenting scholarships founded by SOCAR (the State Oil Company of the Republic of Azerbaijan) to students of higher educational institutions of the republic. 480 candidates got registered to participate in the competition. 459 of them participated in the test examination. Immediately after the examination was over, answer sheets were processed by the SSAC. The results were placed on the SSAC’s web site on the same day and presented to the State Oil Company of the Republic of Azerbaijan .
• Scientific methodical workshops were held at the Lankaran regional branch of the Commission on mathematics on October 31, Azerbaijani language, literature and physics on November 1 with the purpose of expanding the work of scientific methodical workshops carrying out their activities on different subjects within the SSAC, and involve teachers working in the districts into this activity. Responsible collaborators of the SSAC, experts, specialists on appropriate subjects, teachers of Astara, Bilasuvar, Jalilabad, Lerik, Lankaran, Masally və Yardymli districts, representatives of educational community participated at the workshops. Opinions, suggestions of teachers representing appropriate districts on the organization of the admission examinations, preparation of the examination materials, test development and other important tasks were paid due attention to at the workshops. Live connection was carried out during the workshop with the main building of the SSAC via Skype program. It was decided to hold workshops on subjects constantly at Lankaran regional branch according to the schedule.

The SSAC carried out scientific-statistical analysis of the results of the students’ admission to higher and secondary specialized educational institutions for academic year 2009 - 2010. Brochures “Oil and gas specialities in statistics”, “Gender aspects of the admission examinations”, “Scientific-methodical and statistical analyses of the results of the admission examinations for subjects”, “Statistical information on the results of the admission examination for districts and cities” were prepared as additional and constituent parts of this research.
